To get swamp water I think you have to be in a swamp biome because it’s just a texture change. The swamp grass is called mycelium you should be able to add that. I don’t think Swamp Grass is mycelium… Mycelium is for mushroom biomes.

There isn’t in vanilla Minecraft since water color is determined by biome and does not actually have its own block in creative. You could probably use MCEdit to do this though. I’ve never used it, but that doesn’t seem to be something that would be too hard to do.
You’d have to modify the biome id of the chunk the water is in using an external map editor. This would affect other things like grass colour, leaves/vines and sugar cane. 2
